They are reference points for understanding how values relate to each other, and they will not feel identical on every device.
The useful part of any profile is not the six numbers — it is the gaps between them. Notice that General and Red Dot sit close together, that scope values step down as magnification rises, and that Sniper Scope is always the lowest. Those relationships hold across almost every good setup.

Refresh rate differs: the same value feels faster on a 120Hz panel than on a 60Hz one.
